The federal Liberals have released a New Plan for Canadian Agriculture which takes into account the failure of the W.T.O. talks.

Agriculture Critic Wayne Easter says the post W.T.O. plan would help farmers deal with the new economic and policy realities they will face.

At the top of the list is a restructuring of the C.A.I.S. program using a cost of production formula coupled with the elimination of three year averaging.

Also, the Grits will continue to support the Canadian Wheat Board and supply management and would increase protection of the dairy sector from cheap offshore dairy ingredients.

Other initiatives covered in the plan include aggresive challenges aginast unfair trade practices, increased investment in bio-fuels production, and the pursuit of bilateral trade agreements.
