Manitoba Conservatives are demanding to know how the system failed so badly that a 4 year-old girl was killed in Stuartburn last weekend.

The province has indicated Dillon Belanger had at one time been in the care of Child and Family Services.

Opposition Family Services critic Bonnie Mitchelson says Family Services minister Gord Mackintosh has a lot to answer for in this case. For example, she'd like to know why children are being placed with people who have criminal records.

Dillon's mother, Mary Joana Belanger, is charged with second degree murder in the child's death.

Mitchelson says the system needs better accountability and transparency. She also wonders what systems are in place to monitor children who've been in the care of child and family services.
