High soil moisture from last fall and winter precipitation pose potential risk of high water for communities surrounding the Roseau River. The Roseau River is a 214-mile-long tributary of the Red River in southern Manitoba and northwestern Minnesota in the United States.

Emerson-Franklin Reeve Greg Janzen says the cells in Minnesota are full.

"So they have not let any water out of the cells since last fall after all the heavy rainfall, so there is a potential because they cannot handle or hold back any fresh runoff," said Janzen.

Janzen went on to say, currently, there is no reason to be alarmed, however, we will most likely see a lot more flow down the Roseau than in previous years.

"But I think where we will see more water backing up is at the mouth of the Roseau and Red Rivers, and that could potentially fill up our lake bottom at Roseau in between St. Jean Baptiste and Dominion City."

Janzen also mentioned most flooding in his municipality is expected outside the communities affecting a lot of farmland.
