The City of Winkler is continuing the fight for two speed reductions.

With sports fields on either side of 15th St and the level of pedestrian traffic on walking paths in the area, Winkler Mayor Martin Harder says MIT's prescription of 70 km/h "is just not safe."

The City had adjusted signs to 50km/h before the Manitoba Traffic Board requested they be taken down.

In the Southgate and Stonegate development near Orion lane, the city feels the speed should be limited to 30 km/h due to its high density and number of young families.

Likewise, MIT, asked the area return to 50 km/h.

"They're narrow streets... they're heavily populated... and there's just no reason to go 50 km/h."

Harder says they are reapplying to "make sure they hear us... We're not going to stop."

He notes almost every time they've requested a speed reduction for the sake of safety from MIT, it's taken multiple requests and constant lobbying.

The battle with MIT goes back nearly a decade to a request for a speed reduction on Highway 14.

The two year process, which started in 2008, included multiple onsite inspections with MIT and even a Winkler Police Service recommendation before the board agreed to drop the limit from 100 km/h to 60 km/h.

It was another two-year process to reduce the speed along PR 428 from 100 km/h to 50 km/h, though MIT maintained a recommendation of 60 km/h. The city eventually exercised its authority to establish a 50 km/h speed limit as the highway ran past a school zone.

"You know me... and the history that I have with the Highways department. I'm a fighter, I'm not going to quit, we're going to get this thing done," Harder says. "This will change."
