The following is the Winkler Police report for the period of March 27th, 2017 to April 2nd, 2017, as submitted by the department.

For the current week our office opened 58 files.  The following are a few of those files.

March 27th:    Officers received a call from a resident who reported encountering two dogs while he was out walking his dog today. He went on to say that the two dogs attacked his dog, and that although both were on a leash, the young boy walking them was not strong enough to control them once they became excited. The owners of the aggressive dogs were spoken too regarding the incident and issued a verbal warning.

March 28th:    A resident of Shamrock Bay, who went to retrieve his bicycle from the back yard shed, found that it had been stolen since he placed it there in November.  

March 28th:    At approximately 12:53 p.m., officers received a call from staff at the Manitoba Liquor Store on Cargill Road, advising they had just been the victim of a brazen theft.  MLC staff provided descriptions of both female suspects, including clothing worn, and a neck tattoo on one suspect. Officers in the area attended in time to observe one of the suspects get into a blue older model GMC Envoy.  As the Envoy drove past the marked police vehicle officers noted the vehicle did not have a front licence plate, and that it was operated by a male.  When officer activated the lights and siren to stop the Envoy, it accelerated rapidly and led officers northbound out of Winkler on Provincial Road 428, and then proceeded eastbound on a gravel road.  Officers made the decision to call off the pursuit due to poor road conditions, and unsafe speeds.  In total, five bottles of liquor were stolen for a value of $296.00.  The investigation continues. March 30th:    Our office received a fraud report from a woman who sent quantities of money to a person she connected with on the website www.plentyoffish.com.  The two corresponded for a few months during which time the fraudster purported to be a member of the U.S. military on a secret mission in Africa.  The fraudster said he wanted to marry the victim and move back to North America.  The victim also provided personal banking information to the fraudster.  The Winkler Police Service would again like to remind everyone never to send money or give out personal information to anyone they don’t know.

April 1st:    At approximately 12:30 a.m., officers responded to a loud party complaint in the 1200 block of Mountain Avenue.  Officers attended to find a “house warming” party in progress. The homeowners cooperated with a caution to keep the noise down.

April 1st:    Shortly after 9:00 p.m., officers received a report of an injured male lying on the median of Highway 14 near the intersection of Highway 32.  Upon attendance officers located a man at the said location with no evidence to suggest what had occurred.  The man although heavily intoxicated, described what had happened to him but changed his story from being hit by a car to being beaten up.  Paramedics were called and after examination recommended the man be transported to the BTHC for further examination.  Due to the man’s extreme mood swings, an officer escorted him in the ambulance while other officers followed.  While at the hospital the man became increasingly more violent and further restraints were needed to protect those trying to help him. After being cleared by medical personnel he was lodged in custody to sober up, and released without charges.

As well this week two small marijuana seizures were made where the owners of same relinquished the drugs and paraphernalia for destruction in lieu of charges.

Several disputes were mediated with no charges laid.
